AAPSU seeks additional forces for conference
ITANAGAR, Nov 07: The All Arunachal Pradesh Students Union(AAPSU) has written to chief secretary requesting for additional police force to be deployed at Ziro for forthcoming AAPSU conference cum election to be held from November 19 to 22.

Trace out missing SP: ANYA
ITANAGAR, Nov 07: The All Nyishi Youth Association (ANYA) has expressed serious concern over how Superintendent of police MS Chauhan staged his own missing drama. In a letter to Chief Minister, ANYA called for proper investigation into the matter as Chauhan was dealing with very sensitive PDS scam.
“If authorities manage to crack his missing case, it will strength believe of people and will also lift the image of state which has been battered by the incident,” ANYA stated. Meanwhile ANYA appealed CM to take serious note of the spread of dengue fever in Arunachal Pradesh. Association called for proper awareness campaign be carried out in this regard.

Animals treated for FMD
ITANAGAR, Nov 07: A large number of animals were either treated or vaccinated against foot and mouth disease (FMD) by a team of Scientists from ICAR, Basar under the supervision of Dr. Doni Jini, Dr.B.Yongam and Dr.T.Borah at Padi village of Daring circle under West Siang district recently.
The team conducted door to door treatment of sick animals in and around Padi village with the help of village leaders. Atleast 33 animals, including mithun, pig and cattle were treated and few of them were vaccinated against FMD. Information regarding preventive measures for various common diseases in animals and poultry were also provided to the villagers by the team of experts.
The team of Scientists from ICAR, Basar had rushed to the village following massive outbreak of FMD in mithun and other domestic animals.
AADSU appeals for early restoration of roads
ITANAGAR, Nov 07: All Anjaw District Students Union (AADSU) has appealed to the state Govt, particularly the department concerned to expedite the road restoration works in all circles of Anjaw district. Anjaw district is cut off from rest of the world for last six months due to landslide caused by unprecedented rain. The common people are facing untold miseries as the prices of essential commodities are soaring up following the road blockade, the union said. The worst sufferers are the patients who are not able to move out the district for further treatment, it added.
Meanwhile, a delegation of the Union met the Commander, 48 BRTF Demwe and discussed the problems faced by the people due to highway blockade at Mompani and Chaglagam. The Union claimed that the commander assured them to restore the road communication within 15 days.
48 hours bandh temporarily suspended
ITANAGAR, Nov 07: The Youth Association of Ross Panchayat (YARP) and Dakte Hoj Youth Welfare Association (DHPYWA) have temporary suspended the proposed 48 hours bandh call supposed to start from 10th of this month. The decision was taken following the decision of the NEEPCO authority to discuss about the appointments of land affected people of the Pare Hydro Electric Project (PHEP) in B, C & D category jobs in a meeting to be held at Shillong on 16th of this month. The Parents body namely, Pare Project Land Affected Welfare Committee (PPLAWC) will also attend the meeting at Shillong, according to a release issued jointly by the organizations.
NEEPCO had convened several meetings earlier but failed to provide jobs to the project affected youths, the organizations said and threatened to launch 48hr bandh call from 26th of this month if NEEPCO authority fails to come out with concrete decision to provide job to local youths in the proposed meeting, the organizations.

ITANAGAR, Nov 07: The court ensures result oriented case management by expediting harassment free trial and timely disposal of civil and criminal cases, said a release issued from the office of the additional district and session judge, Eastern Zone, Pasighat.
Reacting to a news item published in this daily under the heading “Advocate urged to give up professional misconduct” on Oct 30 wherein the addl district and Session court, Pasighat has been alleged of irregularities and illegal conduct, the release said that ‘such publication does not hold any credibility’.
“If at all any irregularities and illegal conduct are committed, the office of the additional Dist and Session Judge, Pasighat is open for verification from day one of functioning by the competent authority,” the release said.
It suggested the East and Upper Siang Bar Association not to mislead the pubic at large but cooperate with the court and give true benefit to the litigants.

B.s.g Foundation Day Celebrated

NBCC distributes rice and salt
ITANAGAR, Nov 07: Nyishi Baptist Church Council in collaboration with NEICORD Shillong distributed 3250 tons of Rice and 1200 tons of salt to 3250 famine affected families of Tali, Pipsorang, Chambang, Kamporijo and Gangte circles from October 31 to November 4. State Govt honors ‘Magnificent Mary’ with cash award

ITANAGAR, Nov 07: Being poor does not mean that you are incapable of doing anything, said boxing icon from North East MC Mary Kom.
"My poor economic background has never been a hurdle for me to go ahead with my ambition. It never deterred me from pursuing boxing,” Mary Kom, the five time world champion and Olympic bronze medalist, told this reporter in a brief interview in the sideline of the North East Youth Festival here today.
Sending a message to the sportspersons of Arunachal Pradesh, Mary Kom, also known as ‘Magnificent Mary’ in the boxing fraternity said, “If I can do it you can do it too.” The boxing icon from North East, who reached pinnacle of glory through her strong willpower and determination, said, “Stubborn willpower and strong determination can conquer many obstacles”.
While reiterating her willingness to groom boxers from the North East states at her Boxing Academy in Manipur, Mary Kom said that whoever is interested in boxing can join her academy.
"You have energy and talent to excel in the field of sports. Work hard and success will follow," she said.
Meanwhile, Mary Kom partially blamed some kinds of physical fatigue and stress for her semifinal defeat to Nicola Adams in London Olympics as she said had put lots of energy in the previous bout. She also did not rule out some psychological effects as she had lost to Nicola in their last meeting.
On being asked as to why she had said would be happy to see her child preferring sports (shooting) other than boxing, Mary Kom said, “As a mother I do not want to see them get punched in the face by their opponents. However, it is up to them. If they wish to take up boxing I will not interfere with them in their choice,” she added.
Meanwhile, Arunachal Pradesh government presented a cheque of Rs 10 lakh to May Kom on the occasion as a token of appreciation for her Olympic feat.

ITANAGAR, Nov 07: The Third North East Youth Festival 2012 with theme “Youth for Unity” got off to a colorful start at Sangey Lhaden Sports Academy Complex, Chimpu, near here today morning.
Attending the inaugural function, Union Minister of State for Minority Affairs Ninong Ering said that Arunachal Pradesh is an integral part of the country and the people of this remote northeastern states feel proud be an Indian. The misconception about the people of North East by the people of mainland India should be eliminated and they be treated equally without any racial discrimination, he said.
It is pertaining to mention here that the festival is conceptualized by the Union Ministry of Youth Affairs to foster national integrity and know each other better through exchange of culture besides promoting rich cultural heritage of various tribes and people of North East states.
Citing example of youth icon of North East MC Mary Kom, who being a mother of twins, has succeeded to win a medal in London Olympics, Ering exhorted the youths of the region to draw inspiration from her.
Earlier, Ering handed over the State Government’s cheque of Rs.10 lakh to Mary Kom as a token of appreciation for wining a medal in London Olympics.

4 trucks, 2 dumpers used for illegal extraction of minerals seized
ITANAGAR, Nov 07: Taking serious note of alleged illegal extraction of minor minerals from various river beds in Papum Pare district, Papum Pare Deputy Commissioner Pige Ligu along with the Joint Director Dr Dilip Kr Chutia and Asstt Mineral Development Officer Tassar Talo of the Geology and Mining department and police conducted a surprise checking in different river bed quarries near Diomukh area today. The team apprehended around 20 labours all from outside the state and seized four trucks and two dumpers which were engaged in such illegal extraction of minor minerals and its transportation. The team further observed that indiscriminate and unlawful extraction of minor minerals were going on for quite some time. It was very surprising to note that during the surprise checking, no person involved in extraction of minor minerals could produce any valid mining permit for extraction of minor minerals. Besides, the stone crusher units at Doimukh area for supplying stone chips to the railway project could not produce any valid document to operate their crusher units.
A first information report was also formally lodged to that effect in the Doimukh Police Station for next course of action to prevent the unlawful extraction of minor minerals and pilferage of revenue thereon, according to an official release.

Dept clarifies the ‘facts’ on VAT
ITANAGAR, Nov 07: The office of the Chief Engineer, PWD Eastern Zone said that the news item under the caption “Undue financial benefit extended to the contractors…..” published in this daily on Oct 15 is found to be not correct.
Informing that Executive Engineer, PWD Yingkiong division has given a clarification on the matter, Sr Finance and Account officer on behalf of CE, EZ, PWD in a release said “The fact is that the division had entered in work contract with 18 nos of contractors for works worth Rs 5.98 crore between December 2007 to April 2008. Out of these 18 contractors, 2 contracts were for supplied item and other 16 contracts were for works executed. As per agreement these two supply contract was amounting to Rs 5,90,03,575.00 including 4 per cent VAT. However, due to confusion in deduction of VAT, the amount was neither remitted to tax department nor paid to contractor. As per agreement, VAT amount of these two supply bills was Rs 20.23 lakhs, out of which 1.88 lakh has been remitted vide challan No 4417 Dtd 15/01/2009 and balance VAT amounting to Rs 18.49 lakh could be remitted to the Superintendent of Tax during finalization of bills. Regarding remaining 16 agreement there was no cause for deduction of VAT, as the VAT was just introduced in Arunachal Pradesh and there was much confusion in deduction of VAT. Total agreement amount of these 16 contract work was Rs 1,07,39,290.00. Hence, the involvement of VAT is only four percent that is Rs 4.30 lakh. Therefore, the calculation VAT is not found to be correct. As all these contractors are engaged in other works under this division, these amount will be recovered from them at the time of payment of bills.”
Referring to the news item “Mode of hiring bulldozer questioned” (Oct 19), the Sr Finance and Account officer quoting the reply of the executive engineer, PWD Boleng division said that the extra expenditure or excess payment shown is “not found in order.” “Whatever rated finalized/approved by the authority was taken into consideration and accordingly works were executed. Therefore, extra expenditure/excess payment against the referred works does not arise,” it said.
CWC Chairperson & members visit ‘Childline’

The visiting team interacted with the staff of Childline and gave valuable information and advice on how to work effectively for the welfare of children in distress.

The woes of MGNREGA staff
Dear Editor,
Through the columns of your esteemed daily, I want to express the woes of MGNREGA staff in Upper Subansiri District. The Scheme was launched in the district on June, 2006 through proper advertisement and more than 104 candidates had been appointed in different fields under the scheme. Many of the staff had already left their service under the MGNREGA and only 58 personnel are working on this scheme under DRDA, Daporijo with fixed amount of honorarium.
Regarding the pay enhancement of unskilled labourer under MGNREGA, I would like to
mention here that at the initial stage, it was only Rs. 55 Per day, later it was
enhanced gradually (Rs. 65, Rs. 85, Rs.ll8, Rs. 124 per day). Now the workers under
the scheme are drawing Rs. 150 Per day. But there is no any enhancement for staff
honorarium nor there any move for regularization of staff after 6-
It is almost impossible to educate the children and run the family with such meager amount under the scheme. Sometimes, this meager honorarium is not provided on time.
We have already completed six years of service duration under MGNREGA scheme under DRDA, Upper Subanslri District. But the department has not cleared our pending honararioum for 17 months. We have submitted representation to Chief Minister, Member of Parliament, Central leaders on several occasions, but no any positive result till date.
Therefore, I on behalf of the all staff of MGNREGA would like to request the concern authority to clear our outstanding dues with enhanced rate and make some efforts to regularize our service.

Global warming and challenges
The world is headed for 6°C of warming by the end of the century if governments do not increase the ambition of their emissions reduction targets, according to a new report. An assessment of existing pledges by the consultancy PwC found that cuts need to be much deeper.
The new reality is a much more challenging future in terms of planning, financing and predictability. Even doubling our current annual rates of decarbonisation globally every year to 2050, would still lead to 6°C, making governments’ ambitions to limit warming to 2°C appear highly unrealistic,” said Jonathan Grant, director, sustainability and climate change, PwC.
Predictions of a world with 6°C of warming are universally dire, with the polar ice caps fully melted, mass migration and starvation. A period of warming of 6°C around 250 million years ago led to the extinction of 95% of the Earth’s living species at that time according to research from Bristol University.
